Job Title: Senior Project Manager
Client InformationOur client, a leading public sector organization, is responsible for managing and coordinating maritime operations within its jurisdiction. The organization focuses on strategic planning, resource management, and ensuring the readiness of naval forces to address various maritime challenges. It plays a vital role in maintaining maritime security, conducting search and rescue missions, and supporting international maritime collaborations.
Department Description and ResponsibilitiesThe Senior Project Manager will coordinate the rebuild of the frigate capability, encompassing material, personnel, operational, and other relevant domains. This project spans both national and international dimensions, requiring strategic leadership, technical expertise, and flexibility.
Project DescriptionThe Frigate Restoration Initiative aims to restore the operational capability of the frigate fleet by the end of 2026. This involves comprehensive planning, coordination, and execution to ensure the frigates are fully functional and meet all operational standards.
Primary Tasks and Responsibilities
Key Responsibilities:
Project Leadership & Coordination:
Develop and execute a comprehensive roadmap.
Lead multidisciplinary teams across material, personnel, and operational domains.
Ensure alignment with national and international stakeholders, regulations, and standards.
Stakeholder Management:
Act as the primary liaison between the Navy staff, the Netherlands Navy, and private companies.
Foster strong relationships to ensure alignment on objectives and deliverables.
Effectively communicate project goals, milestones, and progress to stakeholders in Dutch and English.
Resource Optimization:
Plan and manage resources, including budget, personnel, and materials.
Identify and mitigate risks related to resource constraints.
Operational Excellence:
Address challenges with innovative and practical solutions.
Ensure compliance with operational protocols and quality standards.
Monitor and evaluate operational performance, adjusting strategies as needed.
Team Development:
Build, mentor, and guide a multidisciplinary team to achieve project success.
Promote a collaborative and problem-solving culture.
International Engagement:
Navigate complexities of international collaboration, including cultural sensitivities and regulatory environments.
Represent the project in international forums and negotiations.
Technical Profile Requirements
Minimum of 7 years of project management experience.
Strong project management and team leadership skills, particularly in matrix organizations.
Excellent organizational, reporting, and decision-making capabilities.
Familiarity with industry-specific technologies, systems, and standards.
Demonstrated success in managing large-scale, complex projects with international components.
Proven track record of restoring or establishing critical capabilities in challenging environments.
Strong negotiation and communication skills to manage stakeholders and mediate across cultural and professional boundaries.
Understanding of national and international regulatory frameworks.
Insight into operational workflows and material management systems.
Awareness of cultural and geopolitical sensitivities relevant to international collaboration.
Non-Technical Profile Requirements
Open-minded and willing to adopt innovations and focus on self-improvement.
Strategic thinker with a keen eye for detail.

Methodology/Certification Requirements
Bachelor's or Master's degree in Project Management, Engineering, Operations Management, or a related field.
Certifications in project management methodologies (PMP, PRINCE2, Agile) are highly desirable.
NATO security clearance is a plus.
Proficiency in MS Office and project management software.
Main LocationThe primary locations will include the Port of Bruges (project site) and Evere (HQ in Brussels). Regular travel to Den Helder, Bruges, and Ostend will be required, depending on project needs.
